The Syrian capital city of Damascus is the cheapest city to live in the world, according to the Economist Intelligence Unit’s (EIU) Worldwide Cost of Living (WCOL) survey. It is followed by another Middle-Eastern city, Iran’s capital, Tehran, taking the second spot.

The WCOL is a bi-annual survey that “compares more than 400 individual prices across more than 200 products and services in 173 cities,” according to the EIU. The latest survey, which was held between 14 August and 11 September 2023, reveals some key facts about the cost of living, affordability and living conditions in cities across the world.

On the other end of the spectrum, the WCOL survey also named Singapore and Zurich as the world’s most expensive cities in terms of cost of living. They are followed by New York, Geneva and Hong Kong in the top five.

What contributes to Damascus’s ranking

Damascus, though crowned the cheapest city in the world to live in, has seen a rise of 321 per cent year-over-year in its WCOL price basket in local currency terms.

According to the EIU report, cities globally have witnessed a price rise.

The report states, “prices rose by an average of 7.4 per cent in local-currency terms over the past year in the world’s major cities. This is slightly slower than the 8.1 per cent price growth recorded last year, as supply-chain disruptions have eased and interest rates have risen, but remains significantly above the trend in 2017-21.”

Tehran has also faced a high inflation rate of nearly 49 per cent, while prices of daily commodities have risen by 5 per cent in one year in Tripoli, Libya, which takes the third spot among the cheapest cities. However, these places are noted for their inexpensive groceries as well as household and personal-care products.

It must also be noted that the survey took place before the Israel-Hamas war, which has impacted the prices in these cities.

Which are the world’s cheapest cities?

Besides Damascus, Tehran and Tripoli, the EIU list of the world’s cheapest cities includes Pakistan’s Karachi at #4 and Tashkent in Uzbekistan at #5.

One of Turkey’s greatest attributes is its beautiful Mediterranean climate — even in the winter, the temperatures hardly dip below freezing. For example, January and February temperatures in Istanbul average around 48 degrees (8.8 degrees Celsius) and 49 degrees (9.4 degrees Celsius). These numbers might lower slightly as you travel further north or higher up into the mountains, but snowstorms are rarely a thing. Still, winter is the best time to avoid crowds, as most people save their travels for the spring and summer. Liam Dunch, Abercrombie & Kent product manager for Europe, agrees that January and February are the best times to visit Turkey for fewer crowds.

Best time to visit Turkey for good weather

Because Turkey is such a large country, with so many different areas to explore and things to do, experts may tell you there is no wrong time to visit Turkey for the weather. “It depends on your purpose,” says Dunch. “If you’ll explore the historic and cultural treasures, anytime is good. But the best times would be from mid-May to late June, and September and October.”

In Istanbul, for example, temperatures in May average around 71 degrees (21.6 degrees Celsius). In June, they rise to 80 degrees (26.6 degrees Celsius). The summer can be hot, with an average high of 85 degrees (29.4 degrees Celsius), but it’s still quite comfortable. By September and October, the temperatures dip back down to 77 degrees (25 degrees Celsius) and 68 degrees (20 degrees Celsius), respectively.

Spring and autumn also bring the best weather for hot air ballooning in Cappadocia, now a world-famous experience. While you can float above this landscape any time of year, the mild climate of April to June and September to October are most comfortable.

“Another interesting one is the Rose Harvest Festival in Isparta in early April,” he says. “Come and see the black roses.” Gallipoli and Urla also host grape harvest festivals in October. And this is just the beginning. Year-round, Turkey is a destination that packs in the celebrations and the festivals.

It’s evening in Dubai: the air is hot, the streets full, and the skyscrapers sparkling. I am at Jun’s Restaurant sipping a Pure Shores cocktail, a delicious combination of tequila, mezcal, pomegranate, elderflower, citrus, and grapefruit soda. I close my eyes and savour the fresh, crisp, and invigorating cocktail before reminding myself that I’m enjoying this beverage in a place where drinking alcohol is illegal. 

In Islam, the main religion of the city, consuming alcohol is prohibited. Under Sharia Law, the religious legal system for the Islamic faith, even an indirect association with alcohol is not allowed. So, it’s interesting that a report from the World Health Organization records drinkers in the UAE consuming almost twice the global average in alcohol per year, outboozing traditionally heavy-drinking Western nations such as the UK, Ireland, the US, and Australia.

Kelvin Cheung is an award-winning Canadian chef who launched his restaurant, Jun’s, in downtown Dubai in 2019. After opening two successful cocktail bars in India, he knew that Dubai was the best next step.

“All the big players [in food and cocktails] are here now,” he tells me as he presents a new and colourful drink. “There is a dense multicultural diaspora in Dubai and things that get started here go international. If you want things to happen, they will happen here.”

Cheung’s unique cocktail menu reflects his multicultural past, the child of Asian immigrants growing up in Toronto, living in India and travelling the world. Both the food and cocktail menus are very personal and flavour-forward. He even has a drink called PB&J, an homage to his time as a latch-key kid in the ’90s.

He gestures to downtown Dubai, sparkling lights in palm trees line the spotless streets and luxury cars are parked along the curb. Everything here is glitz and glamour, distinctiveness, and exceptionality. Cheung attributes the rise in distinctive and delectable cocktails to the ease and accessibility of fresh and exclusive ingredients. “We can get anything imported,” he says. “Literally anything we want. And it’s not crazy expensive. The rate of consumption is so high that we can have premium products at a good price.”

Later that week, I’m sitting in Ginger Moon, the boho-inspired, poolside bar and kitchen at the W Hotel Mina Seyahi, an adults-only hotel that opened just over a year ago. I am overlooking the giant yachts resting in the handsome human-made harbour while the breeze floats by as though it, too, were manufactured.

Ginger Moon understands the importance of providing guests with a superior cocktail experience and approaches mixing drinks like an art. The cocktail menu is written like a poem, lyrical and flowery with descriptions that start with “fly on the wild side,” and “get lost in the jungle.”

I am sampling their ‘no waste’ dinner menu, part of Dubai Food Week that highlights this year’s theme: sustainability. The beverage manager, Emanuel Ferraz, has designed a cocktail for each course, crafted from kitchen leftovers. With the kitchen leading the way, this project has allowed Ginger Moon’s mixologists to get creative, combining new flavours, and playing with the sweet and the savoury.

“There is a big connection between the W brand and cocktail culture, it’s in our DNA,” says Ferraz as I sample his gin, tomato, and basil concoction. “When [guests] arrive in the hotel they already expect to find something unique. [They want] something different than the classic, something quite extravagant and [for us] we can say that cocktails are a big part [of that].”

As with everything in Dubai — the new buildings, the meals at Michelin-starred restaurants — the cocktails are executed with precision. From the moment I stepped onto my luxurious Emirates flight, greeted by a perfect old-fashioned, I was dazzled by the city’s ability to capture its five-star brilliance in a glass. Drinks in Dubai are not merely drinks: they are artistic masterpieces that represent the glamour and bounding success of the UAE.

Despite the above, Dubai is sometimes shrouded by misconceptions, says Isabella Sullivan, founder and editor of Near+Far, a travel magazine for modern Middle East travellers. “The first misconception is that it’s all glossy, fake, and superficial, which couldn’t be further from the truth,” she told Travel + Leisure. In the past, Dubai Creek was part of the trade route connecting ports in the Arabian Gulf. Today, it’s a beautiful way to see the city and one of Hayter’s top suggestions in Dubai. “Go to Dubai Creek before sunset and hire an abra (traditional wooden boat) for a private cruise,” Hayter says. “When you’re in the middle of the creek and the sky turns pink and the call to prayer fills the sky, it is magical.”

Go stargazing in the desert

Fascinated by the night sky? Book a night safari with ecotourism company Platinum Heritage, which includes guidance from an astronomer and the use of a telescope. “The sky is so dark that you get to see the most incredible blanket of stars,” says Hayter. “If you’re with an astronomer who can explain everything you’re looking at, it’s an amazing experience.”

Play a round of golf

Golf may not come to mind immediately when planning a vacation to the Middle East, but Dubai has several recognisable courses, including The Emirates Golf Club – Majlis Course, which is considered one of the best in the destination. Kelvin Cheung, chef-partner at Jun’s and a Dubai resident for two years, suggests checking to see if any of your credit cards include free rounds of golf as a perk. Note that the best time to golf here is between November and March when the weather is more comfortable.

Relax at a Dubai beach

“Dubai has some great and uncrowded public beaches, where you can just enjoy the warm Arabian sea and sunshine at no cost,” says Sullivan. Try Kite Beach, since it also offers fantastic showers and bathrooms, plus a handful of food stands and coffee shops. “I am probably at my happiest when wandering in Old Dubai’s streets, sikkas (alleys), and souks, which are swarming with activity,” says Badran of Wander With Nada. “The labyrinthine souks are where everyone wants to sell you something; ‘Shakira’ and ‘professor’ are heard countless times, as vendors appear to have unanimously agreed it’s the best way to capture customers’ attention. Best free thing to do: Explore the souks

Strolling through one of the souks – the traditional shopping bazaars is truly an opportunity to turn local for free. Even if you don’t shop, window shopping will silently take you on a different journey. But if you get lured to buy something, remember you could also bargain. They are littered on every corner, some also away from the city centre.

Start with Central Souk, connected to the World Trade Centre, where one can buy locally sourced spices, dried herbs, antique lamps, coffee pots, old fashioned perfumes, dry fruits, especially endless variety in dates, rugs and much more. Souk Al Zafarana in Al Ain is another gem. Mina Zayed port also has many to explore. Post the sunset, the domes of the globally famous and centrally located Sheikh Zayed Grand Mosque are beautifully lit to reflect the current phase of the moon, which with marching days, changes – repeating the cycle: dim to bright and bright to dim. The weather during these months usually allows for T-shirts during the day and long sleeves or a light jacket in the evening.

Others love being in the city during Ramadan; Dean Hayter, travel product manager at Origin, says, “The city comes alive! There is such a wonderful sense of festivity. The buildings are covered in lights, there are so many great locations to meet with friends for Iftar, the meal that breaks the fast; it’s always my favourite time to be in Dubai.”

Unlike most places in the world, June to August is the worst months to visit the city as temperatures are unbearably hot with highs that can reach over 105 degrees Fahrenheit (40.55 Degrees Celsius) and lows of only around 90 degrees (32.22 Degrees Celsius). The hottest temperature ever recorded in Dubai was 131 degrees Fahrenheit (55 Degrees Celsius). In addition to the scorching heat, high humidity plays a role in how hot and sweaty you’ll feel during the summer months. “The summer can be very tricky because the humidity can be exceptionally difficult (100%) and the temperatures often go above 120 degrees Fahrenheit (48.88 Degrees Celsius), however, I spent every summer in Dubai, and you can still have a fantastic experience if you know where to go and how to avoid the heat.
