How To Apply For The Malta Permanent Residence Programme

Malta offers a residence programme, under which nationals of third-country, non-EU, non-EEA and non-Swiss countries can apply for residency by investment in property and government contributions. Malta Permanent Residence Programme (MPRP) is one of the schemes towards bringing in more international residents and investment to the nation.

MPRP allows the applicant the right to settle, stay and permanently reside in Malta. If granted, this permit also gives visa-free access to Schengen countries (90 out of 180 days).

How to apply for the Malta Permanent Residence Programme

Interested parties can apply for Malta Permanent Residence Programme through a licensed agent and will have to pay a non-refundable administrative fee of EUR 40,000 (USD 43,886).

Applicants must also:

  • rent a property for a minimum of EUR 10,000 (USD 10,971) in the South of Malta/Gozo or EUR 12,000 (USD 13,165) in the rest of Malta; or
    purchase a property for a minimum value of EUR 300,000 (USD 329,145) in the South of Malta/Gozo or EUR 350,000 (USD 384,003) in the rest of Malta;
  • pay a Government contribution of EUR 28,000 (USD 30,720) if purchasing a property or EUR 58,000 (USD 63,634) if leasing a property;
  • pay an additional EUR 7,500 (USD 8,228) for each additional adult dependant (except for the spouse);
  • hold the qualifying property for a minimum period of 5 years after which a residential address is required;
  • make a donation of EUR 2,000 (USD 2,194) to a local philanthropic, cultural, scientific, artistic, sport or animal welfare NGO registered with the Commissioner of Voluntary Organisations;

The processing time of a properly-filled and complete application is around four to six months.

The applicants should:

  • be third-country nationals, non-EU, non-EEA and non-Swiss;
  • not hail from sanctioned countries, as announced from time to time by the Agency;
  • not benefit under other pertinent regulations and schemes;
  • be in receipt of stable and regular financial resources, sufficient to maintain themselves and their dependants, without recourse to the social assistance system of Malta;
  • show they have capital assets of not less than EUR 500,000 (USD 548,576), out of which a minimum of EUR 150,000 (USD 164,572) must be financial assets;
  • be fit-and-proper individuals and have a clean criminal record;
  • not pose any potential threat to national security, public policy, public health or public interest.
